It’s right there in 5-3-3. Yup its right there in the 777 pages! lol That is cool. Learned something new today. I have to say though, that it's rare for me to hear this on PDs. The ATC has already protected that airspace for you and has allowed you to start down at any time. If you report to him that you are leaving your current altitude without an instruction to do so by the ATC, it may be considered unnecessary radio transmissions. You have uninstalled the PE plugin and seen if it starts without it again? I’m asking because a friend of mine is having issues with XP starting just as you said in general. This is a new development and I wonder if it is a windows update or something causing it.

Never “IDENT” without specific instruction to. The feature provides the ATC with a flashing data lock on their scope to help indentify you (hence “ident”).
