Nevermind. I think I answered my own question I will call so cal approach on 127.4 since that is the frequency listed on the approach plate for avalon.

I-08 Question
The I-08 requires you to depart from Avalon which is non towered. In the real world I would use the cell phone to call for my clearance. What is the procedure on PE to get your clearance from a non towered airport? Thanks!
