I was flying VFR through the Bay Area today, with flight following, and I heard the commercial pilots talking to ATC about their 'lines', seemingly in reference to direction and altitude. What were they talking about?

I took the I-09 today, and as I came up on RIIVR the approach controller cleared me for the 25L ILS approach. However, I was not able to receive the localizer signal from that range. When I did my real world ppl training at Santa Barbara, every flight began with a call to clearance delivery, even if we were just going pattern work.
