Try looking at programs installed on your computer. Specifically, any VC++Redist installs.

My brand new system had about 6 of them installed. After wiping all those installs and only re-installing the VC++Redist 2010 version did PE start working again.

So, after a few hours and a few more grey hairs I have PE listed as a valid plugin. This doesn't appear to be a PE Client issue but rather a Microsoft VC++ Redist issue. Welp... that didn't work.

Now I'm going to load previous versions of PE client until one works. (Previous ones have worked in the past)
