Not all planes, just those flying in the airspace that requires it—basically all airspace that currently requires a mode C transponder.

There is a runway 25 at KSBP, but it never crosses taxiway A. Very strange. It's possible (likely, even!) that runway 25 used to extend all the way to alpha, but if that's true, it's been decades since it was changed. P3D is using some very outdated information!

The correct procedure as you were cleared would have been to overfly the airport at the circling minimums listed on the chart, turn right to enter the right downwind, then make a normal pattern to land on 33. I remember, perhaps within the past year, that SMO was actually down for an extended period of time. Interestingly, for the past few months (yes, MONTHS) the SMO VOR was out of service IRL. During that time, the mini route was shut down, but the SFRA was still available. They're both based on radials off SMO, so I'm not sure why one was allowed while the other was off-limits. And the mini-route is ...
