"Vectors for V23" describes the heading you were given in the clearance. Unless you were explicitly instructed in the clearance or by the controller to intercept and join V23, you can't deviate from the 175 heading. "As filed" just means that the rest of your route, after V23, is...

The GPS database (popup rxpGNS430W) didn't have the PEBLE6, it had PEBLE4 so I had to program each waypoint manually . I may be confusing different issues, but isn't this actually illegal? Generally I just file the TEC - from most the SOCAL fields, there are departure instructions anyways. A RW pilot or controller can correct me if I'm wrong.

Kyle, I'm actually not so sure about Gizmo - that was located at the very end of the log, right before XP shut down. Unless it was a XP crash, I doubt it was the cause.
