Okay, thanks - I had no idea that was the case with LA Tower. I didn't see anything related to that in the CAT 10 info, and if it's indicated on the VFR and / or LA TAC charts I've missed it apparently.

It's 11nm from the edge of the Class C to EMT. That was plenty of room to descend. I completely agree - with that much room there shouldn't be an issue. However, I didn't start my descent until I'd reached the outer edge of the class D of El Monte... which only gave me 4 miles to the airport. More ...

That's a good question - I seem to recall seeing that myself and, as a result, just assumed it was the case. That being said, you can still use the COMM 2 radios for ATIS even if it is the case.
