I'm not a double I, but I've not heard of needing a DME unit if it noted on a plate. In fact, I did an approach that has a DME arc on my IFR checkride recently (last year) with only a 430 in the plane and the DPE had no objections. You are correct. The X-plane 430/530 does not allow the user to change any of the data fields that you can change on the real units.

The CAT and I ratings do not require GPS to complete. The some of the Skyhigh ratings do have some RNAV required testing criteria. Any IFR certified GPS would work.

Sans GPS, all you need is a Sectional Chart and a mark 1 eyeball. Find a feature on the ground, find it on the sectional and measure how far away from the airport it is with a plotter or the scale on the sectional it self.
