For those keeping track, we have been interacting via email and are working on it. It appears the PlaneCommand might be conflicting, we'll see.
Try looking at programs installed on your computer. Specifically, any VC++Redist installs.
My brand new system had about 6 of them installed. After wiping all those installs and only re-installing the VC++Redist 2010 version did PE start working again.
...just something to try.
