Having no Luck connecting to server

I have tried everything I know to try tonight, been at it for 2 1/2 hours and can't figure it out. Need Help!

When I try to connect I get an error saying server connection refused.

Just to close the loop here, this was fixed. User had installed new PE client but was still running sb4.
