So does that mean that moving a job to an individual's holding queue doesn't have any affect (positive or negative) regarding that gate's ability to generate NEW jobs?
Correct, a user holding a job does NOT affect job creation in any way. Holding a job simply means that 1.) another user can't get that job and 2.) another job won't be created just because the job is in someone queue.
