FYI, I registered and used DUATS with just a student pilot certificate. This was perhaps 9 months ago.

What it takes to get a student pilot certificate? My instructor did not say anything, I just schedule the dual training and we go. Do you have to solo to get it?

Your medical serves as your student pilot certificate. You cannot solo without the medical.

Oh, OK, that is why Tony ( my instructor ) told me to get medical. I did not because I thought that I will get it when the solo time comes which will not be that quick as I mentioned ( lack of sufficient funds)
I will get medical than, he said to tell about the hearing problem but it should not stop me from flying. The worst, I will have an endorsement that I can not fly to controlled airports or so.
But ... I can fly to controlled airports on PE... :D

So if I get the medical, I will be able to use DUATS?

Yes, your certificate number on the medical lets you use DUAT.
