I-11 VCV VOR/DME RWY 17 NOTAM'ed NA

ForeFlight is reporting a NOTAM that the VOR/DME RWY 17 instrument approach at VCV is NA through the end of April 2016 (estimated), due to the VCV VOR being out of service. Am I correct that this outage is not simulated in PE and that it is still possible to do the I-11 rating at this time?

Not simulated. It's up to the pilot to simulate that if they so wish.

The only outages we simulate are runway closures.

Jefferson County Intl (0S9) is the destination for Leg #9 on the Washington Alphabet Challenge. It’s only runway (9/27) is closed by NOTAM until June 14, 2020. Does that mean we cannot fly into that airport until then?… THX

PE doesn’t close runways at non-towered fields, but if you want 100% realism, the airport is open for helicopter operations.
