Training Video and Altitude

So I am new to this. I am working on my IFR rating in RW and want to use this resource as a tool to get more proficient at ATC work, clearances, etc. I watched one training video on a flight from Torance to Van Nuys. There is a tech route specified and the video shows that in flight plan but it shows the altitude as 4000. Not sure why that would be since the ILS approach has an entry at 6000 and some of the terrain around that area is pretty high. At some point on that short trip a single engine plane has to climb to 6000 if vectored to IAF. Just looking for some feedback. Thanks in advance.
