CAT 7 Class C Transit clearance

I wanted to ask about the CAT 7. I wanted to know why obtaining the Class C transit clearance can not be obtained from the ground for this test?
It is something that can be done.

KABE = Allentown Airport, is a Class C and I've taken off from 69N Slatington. I was able to with my instructor get the clearance to transit So the person on ATC wouldn't be surprised as we emerged. Does only apply if we take off from an uncontrolled airport?

So basically I wanted in order to cut down the number of things we have to do while taking off/departing after contacting Ground to switch to the Approach get the squawk code and explain I'm still on the ground about to take of with the airport destination. Then switch back to Tower and proceed with normal procedure.

The intention is to teach more creative flight planning techniques and to enforce the idea of having contingency plans (such as what to do if you can't get an early freq change, or can't reach Socal quickly after leaving the Delta).
