Entering PE covered airspace from outside (say Canada)

Looking at some FSE routes that come into Seattle Center airspace from up in Canada.
Is the standard procedure to still file a full flightplan from the dep airport in CA then contact center when in/near that airspace? Any other nuances I should know? Hope everyone is enjoying their summer.

Nope, it's that easy. As far as PE is concerned, entering Seattle Center from Canada is no different than entering Denver Center from an area east of it. Once you are in the lateral confines of the airspace, just give the appropriate frequency a call and you can pick up your IFR at that time.
