I have read the forum for procedures entering PE airspace on a flight originating outside of it. My question is would the controllers like to have a certain squak code? Example 2000 coming from oceanic into radar control. It seems strange to squak 1200 above Fl180.

2000 is fine if you like since arriving from Oceanic airspace is the closest real world scenario to this one.
