Is there a rule somewhere which states an ifr flight plan can not include victor airways above FL180?. I understand that Victors are typically under class A, under FL180. I have filed 100's of Ifr's ( W/ Victors ) using an airliner with a cruise in the FL200 / FL300 . So i as a guess am permitted to file victor airways because it assumes I'm using them as rnav wp's?. I'm always permitted to fly the route even if in class A, so I'm just curious why im allowed to. Should we be using strictly Jetways above 180?

Sometimes they aren’t the most efficient but use away. They are used in class A all the time.
