SBP active runway

I’ve noticed that at SBP 29 is used during IFR conditions while flow would switch to 11 real world. Right now there is an 800 foot ceiling with winds variable with RW traffic using the ILS 11 while Pilotedge ATIS has 29 RNAV as the arrival.
At what level ceiling does Pilotedge switch to the ILS 11 for the approach? I know the RNAV 29 got LPV minimums this year which gives us a lower ceiling but seems the ILS would still be preferred during IFR conditions and low winds?
