IFR clearances starting in Canada

So OnAir has me flying jobs out of CYXX and CZBB which are just over the US/Canada border. Am I able to pick up IFR clearance on the ground at those airports or must I do it while inside US airspace? My plan is to file a simple route of WHATCOM HUH VOR V165 PITER when KPDX is landing 10's and HUH V165 OLM V287 BTG when landing 28's. So if airborne I was just going to hold over HUH until I was cleared.

You won't be able to pick up a clearance on the ground at any airport outside of the coverage area. However, since this is a "simism" and the problem doesn't exist in real life, even if you're in class A airspace, just keep on coming and call the nearest center sector as you near the boundary. If you end up in the PE coverage area in class A airspace for a few miles before you call, it's no big deal. The controllers will understand. At that point, you can just treat it like a pop-up IFR clearance.

Thanks Kevin. I'll just file with a VOR as a starting point and pick up the clearance once past the border. One airport is like 2miles away from the border and the other is like 4 miles. I'll be in a C210 so it will be in Class E airspace.

Great question, I was wondering this myself! Looking to fly some coastal routes to/from Canada or other US destinations too.
