IFR clearance at non-towered airports

I have rejoined PE after a one year break, and I cannot remember the procedure for requesting IFR clearance on non-towered airports if neither departure nor center can be tuned in...wasn´t there a certain frequency which simulates phone calls...?

A forum search would have provided the answer a little quicker I'm guessing ;)

But 122.2 is used on PE to simulate a phone call to the overlying Center to obtain IFR clearances on the ground.
