I may be wrong, but you should be able to get flight following from the ground controller if you ask.

As I understand it you start at the bottom of the pile ie Delivery / Ground / Tower. So in this case as there is no Delivery request FF from KSBP Ground. They will give you a departure freq. & a squawk code.
