Whoopsie, I misread that then.My post was suggesting reasons why there cannot be an ILS at 46CA, e.g. Steepness of terrain resulting in impossible minimums. Good point about an ILS and missed approaches on 28. Of course, I wasn't even considering that case, since that's landing in the wrong direction.
I thought you were saying that for a cat II approach you can have 100' clearance on an obstacle not at the airport and that's what you would need.
Yup, let's just say I agree with you on the no ILS allowed and leave it at that.
