Expected Runway with Zulu.

Would I be correct in assuming that on a VFR approach to a towered APT, with information ZULU (because real world weather is IMC and does not provide for VFR approach) that I should expect currently active runways according to the actual real world current ATIS? Or could it change at the discretion of the controller? How is that handled? Would like to make my approach with some predictability... if possible.

If you call up with Zulu, go ahead and request the runway of your choice. The controller will issue you the runway in use per the ATIS, however they'll try to accommodate your request, traffic permitting.
