It's been said before in many places and many forms, but I think that post summarizes it nicely.
This happens quite frequently on PE....pilots will be told to contact a controller on another frequency. The delay between the freq change and the start of the check in call is often less than a second. It should be considerably longer than that to allow for any other conversations to wrap up.
