The link worked fine for me to display the article.
I used the file download option (direct download) to open in Adobe.

(Not familiar with dropbox, I was downloading the download page, not the file. I'm in the habit of right-clicking a link and choosing "save" -- especially if the link looks like a file, i.e., ends in ".pdf", ".doc", etc.).

I didn't see this in any of the posts...perfect for newbies like me trying to decipher the VFR charts.
To me this link should be included anytime someone is directed to Skyvector. With this link I can now properly read the VFR charts.
