sorry i ment that i had tried the three versions of python listed above. I currently have only one installed 2.7.9

Did you install the 64 bit version of Python? Without that things won't work in 64 bit x-plane.

In case someone else has a similar symptom and stumbles across this thread. The problem was an excessively long path name. The plugins were truncating the path name and therefore not able to actually find the plugin.
The "work around" was to move the X-Plane root directory from the Desktop to the drive's root. This shorten the path prefix enough to make it work.
