CAT 2 Observation

There are a lot of pilots calling San Louis Tower 20+ miles away. What this is doing is causing significant unnecessary radio congestion. There is rarely a need to contact your tower controller beyond 15 miles away from the airport and usually 10 miles will suffice.

From the AIM 4-3-2: Airports with an Operating Control Tower
a. ...Initial callup should be made about 15 miles from the airport.

Secondly, make sure you're listening on frequency before transmitting. Several calls are being stepped on because many are keying their microphones as they switch frequency.
