How to plan a flight to an airport only a few miles away?

Yesterday I had a job to fly several fseconomy passengers from KNSI to KSAN and KMYF. KSAN and KMYF are a few miles apart under their Bravo and Delta air spaces, respectively. I did the KNSI-KSAN leg by picking up VFR FF in the air. It went well. Once offloading a few passengers at KSAN, I had no idea how to plan the KSAN-KMYF leg in PE. I disconnected PE and did it offline in a 5 minute VFR.
If I plan for a short IFR flight, I don't want to file a SID, fly thirty miles out, and then come back. Is there a better way?
If I plan for a VFR flight, can I expect the controller to let me do something almost as simple as flying a traffic pattern except I will quickly switch frequency to talk to the other tower and land in their field?
