Scene #2, IFR procedures or instruments meteorologically?

Scene #2, IFR procedures or instruments meteorologically?

In Scenario #2 Tumultuous Taos, it says "You must fly IFR for all of leg 1.”
Are we to set instrument weather conditions or just fly IFR procedures?

It means you must be operating on an IFR clearance for the duration of the flight.
