I remember Pete suggested to use key2mouse when a similar question was asked on FSUIPC boards. He explained the facility in FSUIPC worked somewhat different, but I don't remember the details. You may want to ask there, please share then.

No, the macro builder won't work with the PE Transponder Console! I checked it first thing, no reaction to 'create macro' whatsoever, like an external program to FSX. I thought you were talking about other functionality in FSUIPC.
