Are Real World Control Tower Hours of Operation Used on PE?

Does PE follow the aircraft control tower hours of operations or is it always up (7am-11pm Pacific) if it's one of the PE locations offering Control Tower services? Sorry if this has been answered elsewhere before but couldn't search the answer...
For example, I just flew out of KSMX (Santa Maria CA). AIRSPACE: CLASS D svc 1400–0400Z‡; other times CLASS G; TOWER 118.3 (1400–0400Z‡) . So from 6am-8pm (Pacific/local) it's Class D, the rest of the time it's Class G. If I jump on the network and fly out of KSMX at say 0430Z (8:30 pm Pacific) will PE controllers be operating the tower or would I fly it as Class G airspace.
