I don't know about the Tehachapi wind farm specifically, but I had the same problem with the wind farm northwest of Palm Springs - cut my framerate by 2/3rds.
I "fix" it by disabling the "w2xp_America" scenery from Simheaven, so the Tehachapi windmills might be in there as well (or maybe some OSM ...
