Hello,

When flying out of a nontowered airport with IFR clearance, I always hear the provision "if not off by...".
I always wonder why they void the clearance after certain period of time.
Can anybody give some explanation or source of documents explaining the exact reason for that?

I need to complete I-10 and I-11 ratings.
But, on the rating page, I don't see any transcript for I-10 and I-11.
As a non-native English speaker, it won't be easy for me to complete the both ratings without the help of transcripts.
Can anybody provide some transcript for foreign pilots ...
