A visual approach is just what it sounds like as long as you keep the field or plane in front of you in sight. You are correct on the filed altitude of 090. If you lost comms while inbound to JULIAN all you would need to do is dial in 7600 on the transponder and descend in the course reversal hold as depicted to 077. There is no embarrassment in asking for clarification from ATC on a assigned route. It is much easier to fix things on the ground than in the air. Also, it is better to fix on the ground so you do not make an turn that ATC does not expect.

I will let Keith speak to the coverage, but I agree with Kieth that you should be lining up visually and use radio nav for situational awareness. However, why use the VOR? Why not the localizer for your assigned runway? Just because you are VFR does not mean you cannot use all available resources ...

If there is a VOR on the field you can use the DME for distance. About the only thing the stock GPS is good for navigation wise is direct to navigation. FF may not work since the MEA( IFR term so do not pay too much attention ) starts at 8000 then goes down to 7000 so you are not guaranteed a nav or com signal for your planned route at our planned altitude. That is not a big deal since you are VFR. Once you leave V66 it looks like you will be ...
