IFR clearance from non-towered airports

Looked into old topics, but did not find an answer to this specific question:

If I want an IFR clearance from a non-towered airport - lets say French valley F70 - can I use the frequencies which are mentioned in the A/FD for clearance?
For F70 it says:

®MARCH APP/DEP CON 133.5 (1500–0700Z‡) clsd holidays, other times ctc
®SOCAL APP/DEP CON 134.0.
CLNC DEL When March GCA clsd ctc SOCAL App for clnc del at 800–448–3724.

So the MARCH APP/DEP is the preferred clearance delivery channel for this airport. But Keith mentioned somewhere we should always use the Dep/App frequency?

Sure why not? Unless I know a freq that works on the ground I'll use the published one in the skyvector airport page (the AFD)

But March is a Dep/App frequency? In any case, that's not necessarily always true either. In some cases LA Center will directly control the airspace, in which case you'd contact them directly.Then you'd pick one of the "postage stamp" frequencies on the IFR enroute charts.

I don't quite understand this question. March is simply the name of the Departure/Approach facility and therefore is a Dep/App facility. You would use this frequency to get IFR clearance at a non-towered airport (specifically at F70).
