Colin,

Yep, that's another option available to the radar controller. That way, they don't have to coordinate (or perhaps the transition was denied, which is always an option available to tower controller). In those cases, there is no doubt about what to do. :)

Just for sake of clarity.
VFR with flight following my understanding is that I do not have to tell the appropriate controller that I am changing altitude, but is it good practice to?

Correct. Unless we ask you to "advise prior to any altitude changes", feel free to descend at your discretion.

I agree completely with the idea of always asking when unsure. I don't think you're interpreting the regs correctly, Jtek, as I think some more searching will support, but I also agree that it is good practice to be in touch with the tower early when planning to land at a given airport, and to be on CTAF early to get a feel for the airspace at a non-towered airport.
