FWIW, if it makes you feel any better, if I was the controller at the time this occurred, I wouldn't have busted you :D

.. okay, so what's the bottom line in this case & what is that the pilot should do to avoid busting the "C", is there away to clear "C" prior to take off ????

As a pilot, you are bound by the rules prescribed in the AIM and FAR's. The existence of ATC SOP and/or LOA shouldn't factor into your decision making when it comes to the airspace rules as specified in the aforementioned documents. In other words, as Keith said earlier, I would avoid entering the Class C airspace until I've established two way communications with the appropriate controlling agency. If ATC offers some other legal alternative due to an LOA they have between each other, then I will comply with their commands so long as I am satisfied that the rules have been met.

Just to add, if something ever seems peculiar and when in doubt, ask for clarification.

Your goal should be to get off the tower frequency in time to establish communication with Socal. If an early frequency change would help facilitate that, then don't be afraid to ask for it. Otherwise, be prepared to level off and alter course to stay out of the Charlie until you're talking to Socal.

Don't sweat trying to make arrangements to enter the Charlie while you're still on the ground at a Delta, that's overkill.

I routinely visit Barnes (KBAF) here: http://skyvector.com/?ll=42.18301249250 ... 301&zoom=1 and departure on the SE facing runway, climbing out at 145kias. Tower gets me over to Bradley approach as I'm making the right turn to the southwest and seconds later, it's a non-issue. Note how close and low the Class C outer shelf is in proximity to the Barnes Delta. It's really a non-issue.
