Every now and then I accidently reprogram my push to talk key on my joystick. You can try re-mapping your "Contact ATC" function within X-planes basic commands to your joystick again and that may well fix your issue.

I know the Contact ATC is mapped correctly because i can do the thing where you press it multiple times to connect and disconnect, but when i hold it down and talk it is not working and i get no reply.
