Upon further investigation - the new driver + XP 10.36 in conjunction appear to drive up and limit my GPU utilization (gtx970). The time it took for my GPU to render a frame according to XP's built in monitoring software doubled and tripled depending on altitude and scenery density. Reverting to a previous driver appears to have fixed the issue. At this point, I'm inclined to believe that it is either a driver problem (obviously not unheard of with Nvidia) or a problem when the driver and new XP patch are combined.
