I might be wrong... Wouldn't be the first time haha...
I'm going to butt in on "technically" speaking- he would not have to go to EMRUD. The CATH1 ends at PSP if he is at the MEA/MCA by PSP. If not, then he goes to EMRUD and back to PSP for a climb until he is.
Seeing as how there is no MEA between PSP and TRM, or no MCA posted (as far as I can see), he can have the SID as published and then go direct to TRM after PSP.

Kyle, that isn't how the procedure reads. you go to EMRUD no matter what.
the hold at PSP after returning from EMRUD is the only part that is conditional.

The one time I was cleared CATH1.PSP TRM I simply requested "direct TRM" after crossing PSP the first time and was given it, taking me off the departure and avoiding doing a figure 8 over palm springs.

Of course, once you're in the air and above the MVA, all things are possible. The point stands, though, it's best to file the route you want (and are able to get. I say that to dissuade people from ignoring TEC routes completely within Socal)
