Yes... But
Right before you start doing that, try to "remind" the the ATC: "LA Tower, when can we expect the bravo clearance?"

If you don't get a response or no time to ask that, do little circles outside of the bravo there while waiting for the frequency to clear up.

SMO instructs you to reman outside bravo, but once you swap to lax twr, they should clear you in as part of the first call.

This is good to know because it can become a bit intimating if I see Bravo or any controlled airspace getting real close. I've done circles (usually to loose altitude) before and get ATC saying "Skyhawk 6804 Bravo, state your intentions", thinking that I'm turning around to head another way. At least now I will be confident in knowing that I'm doing the right thing by circling and I can say, "Skyhawk 6804 Bravo, waiting for clearance to transition Bravo"
