I was thinking of trying to sneak in the V ratings before they get gone, just because... but not sure if I can do it under pressure lol

Don't. The v ratings aren't a good progression through the knowledge and skills but the CAT ratings are. And as Keith said- there is an equivalent flight for each of the V ratings in the CAT ratings.

I haven't seen anywhere that says it affects the I-ratings. The only thing is that the v-ratings will no long be available after 12OCT2016

The material in the V-ratings is duplicated in the CAT ratings. Nobody should miss the V-ratings. The I-ratings will remain in tact.
You can complete the CAT ratings independently of the I-Ratings. There are no longer any prerequisite ratings to the I-1. You don't have to do the CAT ratings prior to starting the I-ratings. You can even tackle them in parallel if you wish.

These look great, and I'm going to do them as a refresher.
Big question, though: why such a small focus on San Diego airspace? There's an awful lot going on down there, too.

The goal of the CAT program is to expose users to Class E/G, Class D, Class C and Class B operations as well as operations below Bravo airspace via flyways. It also introduces the concept of the enroute phase with and without flight following, with the FF being coordinated on the ground or in the air.
The concepts that are learned in the CAT program can be applied anywhere in the country, including the area around San Diego.
