Yes that was the problem, my setup is to have no panel in x-plane, I use FTS on a network computer to display instruments. Therefor my panels are empty, no Radios no nothing.
I added a Radio instrument to my aircraft panel and voila!! x-plane now reconizes that I have radios and transmits ATIS info to me.
