In V0-2 if I were to make just a couple of T&Gs without full stop at KONT then fly back to KSNA, at which stage/controller should I've had to report my intentions to fly back south-west bound, flight-following to KSNA? Would it have been KONT_TWR?

Yes, it would be with the tower. The tower controller ensures runway separation and gets people safely in and out of the pattern around the airport. Logically, that would be the person you would want to notify after a few T&G's that you'd like to head back to SNA.
