Departure Procedure Interpretation

Suppose a DP specifies a holding pattern for purposes of gaining altitude before proceeding on course and contains language like:
All aircraft continue climb direct to XXX VOR. Aircraft departing XXX R-090 CW R-150 climb on course. All others continue climb in XXX VOR holding pattern (hold W, left turns, 270 deg inbound) to cross XXX, cross XXX at or above: R-151 CW R-270 5000, R-271 CW R-089 6500.
Does does 'CW' in this context mean "clockwise"?
Is the following the correct "plain english" interpretation of the DP?
"After departure, fly direct to the XXX VOR. If you're departing XXX with a heading between the 090 and 150 radials, just proceed on course. If you're planning on departing the VOR with a heading between the 151 and 270 radials, performing a climbing hold at the VOR until you reach at least 5000 feet. If you're departing the VOR with a heading between 271 and 089, perform a climbing hold at the VOR until you reach at least 6500 feet."
