Question about SIDs / LAX LOOP6

I'm trying to learn the basics of SIDs (and STARS) but am a little stuck. Looking at the LOOP6 departure from LAX...
TAKE-OFF RUNWAYS 24L/R: Climb heading 259 to cross SMO VOR/DME R-160 at or below 3000 (ATC)/302, expect radar vectors to cross LAX VORTAC at or above 10000 (ATC)/3400.

TAKE-OFF RUNWAYS 25L/R: Climb heading 259 to cross SMO VOR/DME R-160 at or below 3000 (ATC)/415, then turn left heading 235 expect radar vectors to cross LAX VORTAC at or above 10000 (ATC)/3400.
I understand everything except the stuff in red. What does it mean? I've done a lot of searching and watched the I-05 video but couldn't find the answer.

The (ATC) indicates that the altitude restriction is due to ATC reasons and therefore is waivable by ATC at their discretion. The 302 indicates the obstacle based minimum climb gradient which is not waivable by ATC.
