TEC Routes

The new A/FD has a bunch of changes to TEC routes but they also added 3 entries in the PALMDALE AREA (page 401) which don't make any sense to me.
Does anyone have a guess what these hightlighted entries are for? No ROUTE ID is assigned and all for the same destination and classification. Perhaps the government shutdown before they could finish them???
