audio recording filesizes

Prior to the voice upgrade, our MP3 recordings were 64kbps mono. The new recordings are 128kbps stereo (4x larger). As of tomorrow, the recordings will be 32kbps mono MP3 files. This means they should be around 1/8thth the size of the current recordings.
This will mean we can keep the recordings around for longer and they'll be faster to download.
