How does PE handle network notifications?

So I was having a problem logging into PE the other day (my prob) but I was wondering--what does PE use to communicate to users about outages/system issues when the forums or main website is offline?
Not that I think that has really happened...but...is there a FSS frequency simulated? A PE office number to call for automated network information? (jokin)
